[Civil War] Ancestor Record

Below is a digital image of index card from PA state archives. Frederick M. George (one of the many branches on my family tree) was transferred to "F & S" according to this card the same date he was promoted to regimental quartermaster; any ideas on what it may stand for??? He became a quartermaster so I'm guessing something and (S)upply. Anyone out there a little more familiar with terminology who can lend some insight?? Any help is appreciated.
