The man in the uniform is wearing a style current from 1912-1926. It was worn during WW I. I think its Rob or his brother.

The man born in 1853 would have been 59 when that uniform was adopted and 64 when the US entered WW I. The man born in 1883 would have been 29 in 1912 and 34 in 1917, when the US entered WW I.
