Some of the books on GoogleBooks (or whatever it's called) are 'full view' and some are 'preview only', which means you only get partial scans of the work. There are also abridged versions of historical texts floating around, usually with a pointer to a univeristy or library, so that you'll be aware that they have the complete version.

There are versions of Heitman's Register of the US Army, and many other books available online.
