[Civil War] G. L. Kilmer's "Billy Wilson's Men

I am trying to locate the following document that was used as a reference in the ‘6th Infantry Regiment Civil War Unit History Project’ on the NY State Military Museum website (http://www.dmna.state.ny.us/historic/reghist/civil/infantry/6thInf/6thInfMain.htm):

Kilmer, G. L. "Billy Wilson's Men. Story of a New York zouave regiment of 1861. A glance at the personnel of the noted Sixth New York." In War Department Library Pamphlet v. 270.

The NY State Military Museum does not have the pamphlet, but indicated it was listed in the “Bibliography of State Participation in the Civil War 1861-1866.”

I would appreciate suggestions for locating a repository, organization or individual that might have Kilmer’s pamphlet.
