Check out the photos in "The Image of War" published by the National Historical Society (Doubleday, 1981).
Vol. I, pp. 123 and 125 has two photos of militia outfits and bearskins. On p. 125 the "Citizen Guard", a sub unit of the Kentucky State Guard, commanded by S. B.Buckner, is shown, wearing bearskins. The date is August, 1860. The photo is credited to the Kentucky Historical Association which may have more photos showing this headgear.
On p. 123 a photo from the US Army Military History Institute, taken by an 1860's photographer named Charles D. Fredericks, shows a NY militia outfit on 4 July 1860 in the same headgear.
Beware the appelation "National Guard". It was in use in the 1860's but was not generic till the 20th century. The model maker may be mistaken.
