According to Francis B. Hietman, "Historical Register and Dictionary of the United States Army", Vol. 1, p. 46:
Thanks or a medal were presented, by Congress to, U.S. Grant, 1863 (thanks and gold medal); W.H. Harrison, 1818 (thanks and gold medal); Andrew Jackson, 1815 (tahnks and a gold medal) and Zachary Taylor, 1846, 47, 48 (thanks and gold medal). This was in the days when medals were considered "anti-republican". No doubt they have a modern equivalency.
Ike was awarded at least one Distiguished Service Medal.
Reagan was a reserve officer (having graduated from ROTC at Eureka College) and commanded the film making unit to which he was assigned during WW II.
I'd like to have a source for the presentation of the MOH to Roosevelt.
